Discontinue Use of -CR Modifier and -DR Condition Code after COVID-19 Public Health Emergency (PHE)

The Department of Health and Human Services (HHS) announced that the COVID-19 Public Health Emergency (PHE) will end on May 11, 2023. The -CR modifier and -DR condition code were created to report disaster-related services where Medicare payment is conditional based on a “formal waiver” – like those released during the COVID-19 PHE. Since the PHE is ending, the -CR modifier and -DR condition code should not be used for claims with dates of services on or after May 12, 2023.
